We are no longer offering sessions for Lap Swim and Water Aerobics. Instead we ARE offering a Punch Pass that will be good for both Water Aerobics AND Lap Swim throughout the pool season. Each Pass will have 10 punches on it and will cost $30. Passes can be purchased at City Hall.

City Council and Planning Commission

The following offices are located at Portola City Hall, 35 Third Avenue,
Portola,CA 96122 and can be reached by phone at 530-832-4216,
fax 530-832-5418 or e-mail.

 

City Council:

The Portola City Council is composed of five Councilmembers elected to staggered four-year terms.
There is an election each November of even numbered years with either two or three seats up for
election. In cases where a Councilmember is unable to complete a term the Council can appoint a replacement to fill the remainder of the term. The Council selects a mayor and mayor pro tem from
among its members to serve year terms. The mayor presides over the Council meetings, which are
held on the second and fourth Wednesday of each month. Council meetings begin at 7:00 p.m. in
the City Council Chamber, 35 Third Avenue.

Planning Commission

The City of Portola Planning Commission consists of five Commissioners appointed by the Mayor
and concurred with by the Council. The Commission handles land use issues within the City.
The Commissioners serve two year staggered terms and are appointed in July of each year.

Administration Department

The City Clerks Department provides public information, City Council support, administers elections and preserves the legislative history of the City.

Finance Department
The Finance Department provides the day to day accounting and management of the City’s funds. The department is works closely with the Administrative Department to develop the City’s annual budget and is responsible for revenue collections, cashiering, accounts receivable and utility billing.

Building Department
The Building Department issues building permits for new construction, additions, renovations and other work required to be permitted by the Uniform Building Codes. The department also works in conjuction with other City departments to enforce the Portola Municipal Code.

Public Works Department
The City’s Public Works Department operates the following City services:
Streets & Roads:
Provides maintenance and repair of the City’s road system
Solid Waste:
Intermountain Disposal in Delleker provides curbside refuse and recycling collection to residences and businesses with in the City. Intermountain Disposal also operates transfer stations and the Environmental Recycling Center at the City’s old landfill site. All solid waste inquiries, including billing questions should be directed to Intermountain Disposal, 530-832-4789.

Water
The City provides water service for its residents and for a small amount of residents directly outside the City. The City’s domestic water is currently supplied by Willow Creek Springs and two wells one located at the City’s Public Works Yard and one located in the park at the Corner of Gulling and Commercial Streets.

Sewer
The City provides sewer collection and treatment at the ponds on the west side of the City, south of the Feather River.

Fire Department
The City and outlying areas are provided Fire Protection by the Portola Volunteer Fire Department. The Department consists of approximately 30 volunteers dispatched out of two fire stations, one on each side of the Feather River.

Contract Services:
The City contracts with the following individuals or agencies for these services.

Animal Control
Plumas County provides animal control services to the City of Portola. Officers randomly patrol the City and follow up on complaint within the City. Dog licenses are required by the City and are available at City Hall. Contact Animal Control at 530-283-3673.

Legal Services
City Attorney Steve Gross, a partner of Porter Simon, located in Truckee provides legal support to the City Council, City Administrator and all departments in matters of law relating to the operation of the City. Because the City is charged by the hour for this service arrangements to discuss City matters with the attorney are made through the City Administrator.

Police
The Plumas County Sheriff Department is under contract to provide law enforcement services within the City.

Engineering
Dan Bastian, of Bastian Engineering in Graeagle provides engineering services for the City. Because the City is charged by the hour for this service arrangements to discuss City matters with the engineer are made through the City Administrator.

WATER/WASTE WATER UTILITY TECHNICIAN - (Salary 3,180 - $3865/mo, plus excellent benefit package. Experienced water and wastewater operator to perform skilled work in the operation and maintenance of the City's water treatment plant & distribution system, waste water treatment plant & collector system. Systems maintenance requires some underground utility work and heavy equipment operation experience. Must possess or have the ability to obtain (within 12 months of hire) a DHS T2 water treatment operator certificate, a DHS D2 water distribution operator certificate, a California Water Resources Control Board Grade I waste water operator certificate and a valid California Class B drivers license. PUBLIC WORKS/UTILITY SYSTEMS WORKER - (Regular Full-time) Under general supervision, performs a variety of manual work. Works independently or as a member of a crew in construction, maintenance, and repair of streets, sanitation systems, storm drains, parks, buildings, water system or related public works and utility functions. Qualifications: Must be able to lift up to approximately 100 pounds on a regular basis. Graduation from high school or equivalent. Two years of experience in general maintenance or construction work with experience and training in the safe usage of power equipment and heavy-duty vehicles is desirable. Possession of, or ability to obtain a California Class B Driver's license. Possession of or ability to obtain within one year from date of hire, D1 Operator Certificate from the California Department of Health Services. Compensation: $12.84 - $15.59 per hour, DOE and a generous benefit package. Woodbridge at Portola will provide housing units affordable to low and middle-income households.
